Business and property owners in New York City don't like paying taxes any more than their counterparts elsewhere, and don't hesitate to speak up about things that bother them. In that light, it is impressive that business improvement districts here - which are funded by assessments on property taxes and typically result in higher rents - do not generate more controversy than they do.
